OBIO/AKPOR LG CHAIRMAN PRESENTS ₦5.34BN 2025 SUPPLEMENTARY APPROPRIATION BILL •••As Gift Worlu Reaffirms Commitment to Accountability and People-Centered Governance

The Chairman of Obio/Akpor Local Government Area, Hon. (Dr.) Gift Worlu, has presented the 2025 Supplementary Appropriation Bill valued at ₦5.34 billion, christened “The OBALGA A.R.I.S.E Budget,” to the Tenth Legislative Council of Obio/Akpor Local Government Area.
The presentation, which took place on Thursday at the Legislative Chamber in Rumuodomaya, marked a significant milestone in Dr. Gift Worlu’s drive to strengthen fiscal discipline, accelerate infrastructural development, and address the evolving socio-economic needs of the Local Government.
In his presentation, Hon. (Dr.) Gift Worlu explained that upon assuming office on September 1, 2025, his administration embarked on a comprehensive review of the Local Government’s financial and developmental framework.
The review, he said, revealed the need to realign priorities to address urgent community needs, complete ongoing projects, and respond to new realities within Obio/Akpor.
“This supplementary budget is a reflection of our collective commitment to transparency, accountability, and prudent financial management,” he said. “It seeks to strengthen our operational capacity and consolidate the gains recorded in the ongoing fiscal year.”
According to Hon. (Dr.) Gift Worlu, the total projected revenue for the supplementary period stands at ₦5,347,744,106.67 (Five Billion, Three Hundred and Forty-Seven Million, Seven Hundred and Forty-Four Thousand, One Hundred and Six Naira, Sixty-Seven Kobo).
The total recurrent expenditure amounts to ₦3,022,500,000.00 (Three Billion, Twenty-Two Million, Five Hundred Thousand Naira), representing 57.10% of the total estimate, which includes:
Personnel Cost: ₦1,882,500,000.00
Overhead Cost: ₦1,140,000,000.00
The capital expenditure stands at ₦2,271,766,665.60 (Two Billion, Two Hundred and Seventy-One Million, Seven Hundred and Sixty-Six Thousand, Six Hundred and Sixty-Five Naira, Sixty Kobo), representing 42.90% of the budget.
This allocation, according to the Chairman, is targeted at completing ongoing capital projects, promoting infrastructural renewal, supporting environmental sanitation, market development, and other community-based initiatives.
A statutory 1% reserve fund amounting to ₦53,477,441.07 has also been provided in compliance with fiscal responsibility standards.
Hon. (Dr.) Gift Worlu reaffirmed his administration’s dedication to people-centered governance, fiscal discipline, and accountability.
“This Supplementary Appropriation Bill reflects our administration’s resolve to maintain fiscal discipline while responding to pressing developmental needs. It is a people-centered financial plan aimed at strengthening governance structures and promoting sustainable growth in Obio/Akpor Local Government Area,” he said.
He further urged the Honourable Councillors to grant accelerated consideration and passage of the bill, stressing the collective vision to build a Local Government “of pride, peace, and prosperity.”
“Let history record that in 2025, under this administration and with your support, Obio/Akpor did not just manage resources — we impacted and transformed lives positively,” he declared.
“We are building a Local Government of pride, peace, and prosperity—one project, one policy, one people at a time.”
In his remarks, the Leader of the Obio/Akpor Legislative Council, Rt. Hon. Rex-Milia Abuchi Amadi, lauded the Chairman for his transparency and commitment to accountable governance.
“It shows transparency in your administration. It shows accountability,” Amadi said.
“I want to assure you, on behalf of the 10th Legislative Council, that as much as we are working in synergy with the executive arm of government, we will ensure that this bill sees the light of the day — because our interest here is the interest of our people.”
He further assured that the Legislative Council, comprising 17 councillors representing all wards in Obio/Akpor, would give the bill accelerated consideration.
“We will make expeditions on passing this bill. I want to assure you that this bill brought before us today will be critically considered and passed into law. On this note, once again, you are welcome to the Hallowed Chamber,” the Council Leader concluded.
The budget presentation was witnessed by key political and administrative stakeholders, including the Chairman of PDP Obio/Akpor, Hon. Paddy Wali; APC Obio/Akpor Chairman, Hon. Leslie Ejekwu; Head of Local Government Administration, Mr. Sunny Adibe; and several dignitaries from across the Local Government.
