WORKS DEPARTMENT

Role & Responsibilities

ENGR: NELSON SOBERE NWABUEZE
DIRECTOR OF WORKS/ COUNCIL ENGINEER
PHONE NO.: 08030650552

The Works Department of Obio/Akpor Local Government Area serves as the technical backbone of the local government, responsible for planning, development, and maintenance of public infrastructure. Its roles are central to ensuring a functional, safe, and sustainable environment for residents and businesses.

The department is primarily charged with the design, construction, and maintenance of local government infrastructure. This includes roads, drainage systems, public buildings, and other civic facilities. By overseeing these assets, the department helps facilitate mobility, economic activity, and access to essential services within the LGA.

A core responsibility is the maintenance and rehabilitation of roads and drainage networks. Given the frequent impact of heavy rainfall in Rivers State, the department plays a critical role in flood control through routine desilting of drains, construction of culverts, and enforcement of proper stormwater management practices.

The Works Department also supervises public building projects, ensuring that construction meets approved standards and specifications. It conducts site inspections, certifies completed works, and ensures compliance with safety regulations. This regulatory oversight helps prevent structural failures and promotes quality assurance in public infrastructure.

In addition, the department is involved in project planning and implementation. It prepares technical drawings, cost estimates, and feasibility studies for new projects, aligning them with the development priorities of the local government. Procurement processes and contractor supervision also fall within its mandate, ensuring transparency and accountability.

Another key function is environmental sanitation support. The department collaborates with relevant units to clear refuse, maintain public spaces, and address issues that may obstruct infrastructure, such as illegal structures or blocked drainage channels.

The Works Department further provides technical advice to the local government council. It guides policy decisions on infrastructure development, urban planning, and land use, contributing professional expertise that informs sustainable growth within the LGA.

Finally, the department ensures emergency response readiness for infrastructure-related issues, such as road failures, flooding, or building collapses. Quick intervention helps minimize risks to life and property.
