The Chairman of Obio/Akpor Local Government Area, Hon. Dr. Gift Worlu, has appeared before the Obio/Akpor Legislative Council to deliver a comprehensive policy statement, shedding more light on six Executive Bills earlier transmitted to the Council for consideration.
Addressing the lawmakers in a formal session, the Council Chairman emphasized that his visit was not to newly present the bills but to further clarify their objectives, rationale and expected impact on governance and development within the Local Government Area.
He explained that the proposed Tenement Rate and Digital Revenue Bill seeks to modernize the local government’s revenue framework through a transparent and technology-driven system that will eliminate leakages and ensure fairness in tax administration. On security, the Obio/Akpor Security Company Bill is designed to establish a structured, community-based outfit that will complement existing security agencies in safeguarding lives and property.
Speaking further, Hon. Gift Worlu noted that the Obio/Akpor Traffic Management Agency (OBATAM) Bill is aimed at regulating traffic flow, motor park activities, and general road usage in order to address congestion and improve mobility across the area. He added that the Environmental and Urban Order Bill is targeted at prohibiting street trading, illegal markets, and other activities that undermine urban planning and environmental safety.
The Chairman also highlighted the importance of the Whistleblowing and Revenue Protection Bill, which he said would encourage citizens to report concealed commercial activities while guaranteeing protection for informants. In the same vein, he noted that the Land Use Regulation and Protection Bill is intended to tackle fraudulent land transactions, unauthorized developments and multiple land sales through a structured registration and clearance system.
Hon. Gift Worlu stressed that the expected impact of the bills, if passed into law, would include improved internally generated revenue, enhanced security architecture, restoration of environmental order, protection against land-related fraud and overall improvement in the quality of life for residents.
He therefore urged the Legislative Council to give the bills thorough and expeditious consideration, expressing confidence in their capacity to refine and strengthen the proposals for the benefit of the people.
Reaffirming his administration’s commitment to a cordial Executive–Legislative relationship, the Chairman called for continued partnership in building a more efficient, secure and economically vibrant Obio/Akpor Local Government Area.
